here's my guesses, sis. it probably has something to do with energy efficiency. regular bulb may heat up to around 120 degC. regular fridge temp is 1 around degC, and that of a freezer is -18 degC. it takes more energy (around 16% more, assuming those temperatures are correct) just to cool down something from 120 degC to -18 degC, than from the same temp to 1 degC, when the door is closed. and let's not forget that when the bulb is on, not only the bulb will get hotter, everything close to it will heat up too from the radiation, even very slightly. since the freezer is typically small and there are less obstructions, that is an avoidable waste of energy. and most people are used to it anyway.
